In 1991, Gwen Jacobs was arrested for indecent exposure in Canada for Exposing her breasts on a public street in +33 degree weather. She won the case and it basically struck down the laws regarding this in Canada. Yet in the 20 years since, there has been no increase in the toplessness of women, even though it is allowable.
In fact, our culture has changed to the point where many would not dare do this even though it is allowable. In the 20 years since, it has probably gotten less acceptable, not more acceptable, save for breast feeding in public.
