This is a general problem of judicial dealings with the wealthy. They have the money to fight the state on an equal footing and this can make justice difficult or even near impossible to achieve. Look at the British Prince for example, he will never serve any time even though his connections to other wealthy convicted people seem to be pretty tight. The whole justice system is predicated on "beyond reasonable doubt", and the wealthy billionaires can always create some level of "Reasonable Doubt" even if they are guilty as hell in the eyes of us plebeians. In the case of "Agent Orange" he has created his own news and media streams to put out his own version of the truth, that at the very least introduces the idea of "reasonable doubt" at least among some people.
